Howard attended the University of Nebraska and received a Bachelor's of Science in 1897 and a master's in 1899. He became assistant chemist for the Union Pacific Railroad.

In 1900, he joined the American Smelting and Refining Co.'s Globe Plant at Denver as chief chemist. In 1905, Howard took over as editor of the Mining Reporter in Denver for two years. This was followed by three years as editor of the Western Chemist Metallurgist. From 1910-16, he was western editor of Metallurgical and Chemical Engineering.

He spent a year as President of the Colorado School of Mines and then became editor of Chemical and Metallurgical Engineering in New York.

He received an honorary degree of Doctor of Science from Colorado College in 1917. He served the Electrochemical Society as President for 1924-25.
